PRETREATMENT

The objectives of the Upper Blackstone pretreatment program are to prevent the introduction of pollutants into the treatment plant that will cause pass-through into the environment; prevent interference with the operation of the treatment plant or contaminate sludge; and to protect worker health and safety in the collection system and the treatment plant.

Upper Blackstone's pretreatment program works to control the discharge of industrial wastes to the plant by permitting and enforcing local, state, and federal pretreatment standards for indirect discharges.
