Upper Blackstone reserves the right to reject any and all bids and to waive any informalities or irregularities in bidding if such rejection or such waiver is in the best interest of Upper Blackstone and in conformance with Massachusetts General Law, and to make any award or awards as may be in the public interest.  Attention is called to the provisions of Chapter 14 Acts of 1966 (imposing a temporary sales tax), Section 1, Subsection 6 (d) and (k) exempting the District from the operation of such chapter.
